In wake of the March 28 earthquake in Myanmar, India emerged as a pivotal first responder with its comprehensive humanitarian initiative, codenamed ‘Operation Brahma’. With the toll in Myanmar having crossed 1,700-mark, New Delhi on Saturday launched the initiative with tonnes of ration, tents, medicines, sleeping bags, rescue teams and equipment, along with a fully functional field hospital. Prime Minister Narendra Modi spoke to Senior General Min Aung Hlaing, who heads the military-led government in Myanmar, to reiterate the commitment of all possible assistance.
With this operation, characterized by its rapid deployment of aid and personnel, India has once again established India’s role as a first responder in the region, particularly amid the relatively restrained presence of the US in the immediate aftermath.
Operation Brahma – Key Components
1. Rapid deployment: Within hours of earthquake, India swiftly mobilised its resources, deploying medical teams, rescue personnel, and relief supplies within hours of the earthquake.
2. Indian medical teams established field hospitals and provided emergency medical care to injured individuals.
3. Indian rescue teams, equipped with specialized equipment, assisted in search and rescue operations, helping to locate and extract survivors from the rubble.
4. India provided essential relief supplies, including food, water, shelter materials, and clothing, to affected communities.
5. India also helped in the initial phases of infrastructure repair, particularly regarding the restoration of vital lines of communication.
India’s Strategic Advantage
India's geographical proximity to Myanmar allows for rapid deployment of aid and personnel. This proximity reduces logistical challenges and enables quicker response times.
The two countries share a longstanding and multifaceted relationship, characterised by close cooperation in various sectors. This established relationship facilitates effective coordination and communication during disaster relief operations.
India's growing regional influence and its commitment to humanitarian assistance and disaster relief (HADR) initiatives have positioned it as a key player in disaster response. This proactive approach has enhanced India's standing as a reliable partner in the region.
The reduction of a US presence in the region, has allowed India to take on a larger role. This allows India to display soft power, and to gain influence.
Absence of US – A Strategic Vacuum?
While several countries, including China, Russia, and Thailand, extended aid to Myanmar, the United States' involvement was comparatively limited. The U.S. pledged $2 million in aid through humanitarian organizations and deployed an emergency response team. However, deep cuts to foreign assistance budgets and restructuring within agencies like USAID have reportedly hampered the U.S.'s capacity to respond robustly to international disasters.
In such scenario, India's proactive approach in Myanmar has reinforced its position as a regional power and a reliable partner. This has geopolitical implications, as it strengthens India's influence in a region of strategic importance.
