The Trump administration in the US has begun leveraging mortgage records to target Democratic officials and appointees, escalating political warfare with a tactic that blends opposition research with federal authority. In recent weeks, three prominent figures have been accused of mortgage fraud and referred to the US Justice Department. The allegations, while denied by the officials, highlight how personal financial disclosures are becoming weapons in Washington’s partisan fights, the Wall Street Journal reported.

Bill Pulte at the centre of the campaign

At the forefront of this effort is Bill Pulte, a 37-year-old heir to a home-building fortune and head of the Federal Housing Finance Agency (FHFA). Normally a low-profile regulator, the FHFA oversees Fannie Mae and Freddie Mac, which back nearly half of US mortgages. Pulte has used his role to aggressively scrutinize mortgage applications, making himself chair of both housing giants and even partnering with data-analysis firm Palantir to hunt for fraud. His findings have fuelled public accusations against Democrats, including Federal Reserve governor Lisa Cook.

The case against Lisa Cook

This past week, Pulte alleged that Cook engaged in mortgage occupancy fraud—claiming a property was a primary residence to secure better loan terms while using it otherwise. He announced he had referred her to the Justice Department, then publicly called for her resignation. President Trump went further, threatening to fire her if she refused to step down. Cook has denied wrongdoing, saying she would not be “bullied” and would provide documentation to address “legitimate questions.”

Wider targets and political fallout

The Cook case follows similar allegations against New York Attorney General Letitia James and California Representative Adam Schiff, both vocal Trump critics. Their representatives dismissed the claims as “false” and “political weaponization of the justice system.” Despite the denials, Trump allies have indicated more referrals are coming. Pulte himself has boasted of making “a lot” of submissions to prosecutors, sometimes “multiple per day,” based on what he describes as an “insane amount of tips.”

Rarely prosecuted but politically potent

Mortgage occupancy fraud can carry stiff penalties but is rarely pursued by prosecutors. Its newfound prominence as a political tool reflects how financial disclosures beyond tax returns are now being mined for vulnerabilities. With elections looming, strategists warn that such tactics could become a new norm for both parties. Mick Mulvaney, Trump’s former chief of staff, likened it to the expanding scope of opposition research: “Right now it’s classified documents and mortgage applications. Next it could be anything that’s technically illegal.”

A shift in US politics

For Trump, mortgage allegations serve multiple purposes: discrediting critics, pressuring the Federal Reserve on interest rates, and reinforcing his law-and-order message. For Democrats, they represent another front in what they call the weaponization of government. Regardless of legal outcomes, the strategy signals a shift in US politics, where private financial records are no longer just personal—they are battlegrounds.
