'Fulfil demands first, no further talks': Why PoK’s Awami Action Committee has walked away from talks with Pakistan

The committee has also warned that it is preparing to launch protests against the Pakistan government if the agreed demands continue to remain unfulfilled.

The Joint Awami Action Committee in Pakistan-Occupied Kashmir has refused further talks with Islamabad, accusing the government of failing to meet demands agreed in October. The committee warns of protests if commitments remain unfulfilled, citing stalled action.

The Joint Awami Action Committee in Pakistan-Occupied Kashmir has flatly refused to hold any further talks with the Pakistan government, accusing Islamabad of reneging on commitments made under a formal agreement signed on October 4, exclusive documents accessed by CNN-News18 show.

In a strongly worded letter addressed to Pakistan’s minister for Kashmir affairs, the committee said the agreement clearly stipulated that all demands would be implemented within 90 days. With just four days left before the deadline, the committee alleged that not a single core assurance has been fulfilled.

Rejecting Islamabad’s proposal for more meetings, the committee made its position explicit. “Fulfil demands first—no further talks,” it said, accusing the Pakistan government of deliberately using negotiations to buy time rather than resolve issues.

The committee pointed out that while the agreement mandated review meetings every 15 days, only two such meetings were held over the past three months. It further accused the authorities of violating multiple clauses of the agreement, including the failure to remove names of prominent committee members from the Exit Control List, withdraw FIRs, and resolve long-pending issues related to refugee seats.

Senior committee member Shaukat Nawaz Mir described the federal government’s latest move as a calculated attempt to delay action. He said the decision to form a new committee just days before the deadline was a “stalling and delaying tactic”.

Mir added that the Joint Awami Action Committee would not take part in any further discussions until the government demonstrates seriousness through concrete action on the ground.

On Wednesday, Pakistan’s federal government announced the formation of a committee to address the issue of refugee seats. The Awami Action Committee, however, dismissed the step as inadequate, stating that partial measures and last-minute gestures cannot replace full implementation of the agreement.

The committee has also warned that it is preparing to launch protests against the Pakistan government if the agreed demands continue to remain unfulfilled, raising the prospect of renewed unrest in Pakistan-Occupied Kashmir and exposing Islamabad’s growing credibility gap in the region.
