After China, Russia offers mediation in Pakistan-Afghanistan crisis, sets condition for both sides

Russia has offered to mediate between Pakistan and Afghanistan amid rising tensions, but will only intervene if both formally request it. China is also urging restraint and dialogue, intensifying diplomatic efforts as border clashes continue.

Russia has once again offered to mediate between Pakistan and Afghanistan as tensions between the two neighbours remain high following Islamabad’s recent military offensive.

Zamir Kabulov, Russia’s Special Representative for Afghanistan, said Moscow is closely watching the situation and is concerned about the escalation. He stressed that the immediate priority is to stop the fighting and return to diplomatic engagement.

“We are trying to find a compromise solution that would make it possible to stop the clashes and move to diplomacy,” Kabulov said.

Kabulov made it clear that Russia will not step in unless both countries formally request mediation at the same time.

“Russia will be ready to consider such an option if both sides simultaneously turn to it with a request for mediation. So far, this has not happened,” he said.

He also emphasised that Moscow will not intervene unilaterally or impose itself in the process without the consent of both Islamabad and Kabul.

Despite the current tensions, Kabulov said the chances of a full-scale war remain low under present conditions.

Russia’s role in the region has also evolved in recent years. It became the first country to officially recognise the Taliban government last year, a move that has strengthened its engagement with Kabul.

China steps up diplomatic push

Alongside Russia, China has also increased its diplomatic outreach to both countries.

Beijing has called on Pakistan and Afghanistan to exercise restraint and resolve their differences through dialogue.

Chinese Foreign Minister Wang Yi has held phone conversations with leaders from both countries in recent days to encourage de-escalation.

China’s special envoy on Afghanistan has also been actively travelling between Kabul and Islamabad, while Chinese embassies continue to remain in close contact with officials from both sides.

Beijing has said it will continue working to ease tensions and support reconciliation, even as the situation along the border remains volatile.

With both Russia and China stepping forward, diplomatic efforts are intensifying, but a breakthrough will depend on whether Pakistan and Afghanistan are willing to engage in talks.
