MC EXCLUSIVE iPhone grey market exports: Crackdown begins as retailers warned against foreign SIM activations

The unprecedented alert comes as the latest iPhone 17 models virtually vanish from Indian shelves, their scarcity worsened by bulk diversion of units to high-margin destinations across Africa, the Middle East and Southeast Asia.

Smartphone giant Apple’s distributors have launched an aggressive crackdown on India’s booming grey-market iPhone trade, firing off formal warnings to mainline retailers and telling them to stop activating freshly sold devices — particularly the hot-selling iPhone 17 series — with foreign SIM cards.

The unprecedented alert comes as the latest iPhone 17 models virtually vanish from Indian shelves, their scarcity worsened by bulk diversion of units to high-margin destinations across Russia, Africa, and the Middle East. Moneycontrol reported on April 21 that Apple is also slashing bank cashbacks on the iPhone 17 series, a move that underscores the strain on domestic supplies.

“If any device sold from your outlet is found to be activated or used with a foreign SIM within this 90-day period, a high penalty will be imposed on your outlet, and the store code may be blocked as per policy,” the distributors’ communication to retailers read. Moneycontrol has reviewed a copy of the communication.

“This serves as an official warning. All outlets are strictly advised not to engage in or support any such activities under any circumstances,” they added.

Industry analysis shows Apple’s iPhone exports hit $1.6 billion in October, making up nearly a third of India’s total smartphone exports and 40 percent of overall electronics shipments. Experts estimate that 3–5 percent of the total exports come from non-official shipments, with almost half of this parallel trade headed to Russia, where Apple halted operations after the Ukraine war. Africa, the Middle East and Southeast Asia are other key destinations.

Apple and its partners have previously cautioned retailers about parallel exports, but the latest mandate represents a far more aggressive stance as the company tries to stabilise domestic supplies, sources said.

Retailers say the iPhone 17 shortage has been worsened by unauthorised exports, with units being routed to Russia, the Middle East and Southeast Asia — markets where demand and profits are substantially higher.

Sources familiar with Apple’s operations added that such directions are typically issued through distributor partners, not directly by the company. They noted that grey-market exports aren’t limited to Apple. Certain Samsung Galaxy devices are also diverted to non-priority markets.

Queries sent to Apple India didn't elicit any response.

Retailers say they aren't the problem

“The mandate is for mainline retailers, but it doesn’t apply to large format retailers and distributors themselves. The parallel export issue is not just a mainline retailer issue and involves all channels, including online,” a retailer who received the message told Moneycontrol on condition of anonymity.

Another leading retailer said the grey-market diversion now includes both non-activated and India-activated iPhones due to the ongoing shortage of the iPhone 17 series. While the India price is Rs 82,900, the export price is Rs 88,500 — above MRP (minimum retail price)— with exported devices often bundled with accessories, such as screen protectors worth Rs 4,000–5,000.

“While it is happening, the iPhone 17 is in acute shortage in the market despite being made in India,” the retailer said. “The distributor messages were sent across all major cities over the last 10-12 days."

Kailash Lakhyani, Founder Chairman of AIMRA (All India Mobile Retailers Association) and President of ORA (Organised Retailers Association), told Moneycontrol that despite reassuring market data, the ground reality is that “millions of phones are being exported every month,” causing fiscal benefits meant for domestic consumers to be misallocated. He said this leads to losses to banks via cashback claims and to the government via GST (Goods and Servies Tax) drawbacks.

“Hundreds of exporters and aggregators are easily collecting stock from the market, including both mainline or offline channels and e-commerce platforms. This stock, including already-activated phones, is being exported to wrongfully claim full bank cashback benefits alongside the massive 18 percent GST drawbacks,” Lakhyani said.

He urged authorities to investigate IMEI (International Mobile Equipment Identity) activation data and trace where those devices are currently being used. “This information will immediately expose the scale of this diversion operation.”

Without naming Apple, Lakhyani added that repeated warning letters from brands to retailers appear ineffective. “Why else would millions of phones be exported for vested interest, securing full bank cashback benefits and 18 percent GST drawbacks, unless certain elements are deliberately ignoring or facilitating this grey market trade at the expense of our national financial systems?” he said.

iPhone 17 series shortage

There is acute shortage of the base iPhone 17 — especially the 256 GB and 512 GB variants — across offline retail channels and on major e-commerce platforms such as Flipkart and Amazon, a Moneycontrol retail check found.

On November 21, Moneycontrol reported that Apple has decided to reduce cashback through its banking partners due to the ongoing supply-chain constraints that have created a worldwide demand–supply imbalance, including in India. With festive demand rising in key markets, such as the US, during Thanksgiving sales, and in China ,ahead of the Lunar New Year, Apple is expected to divert more inventory to those regions.
