Considering year 2010 as the year of scams, which shook the confidence of international investors, one would have expected (a) pragmatic approach towards Retail sector, (b) special FDI framework for infrastructure, and (c) simplified guidelines to attract new investment.  On the contrary the Retail sector remained untouched, nothing for infrastructure and under the garb of simplification there is a serious goof-up in the basic equity investment provisions.   It is a pity that after twenty years of liberalization we are still struggling to define what a
