To decongest Bengaluru, Karnataka cabinet approves Integrated Satellite Township between Bidadi and Harohalli

The state government plans five satellite townships—Devanahalli, Nelamangala, Hoskote, Bidadi, and Doddaballapur—with multi-modal connectivity.

To ease congestion in Bengaluru, Karnataka cabinet meeting on January 30 approved the Greater Bengaluru Integrated Satellite Township between Bidadi and Harohalli.

Speaking to reporters, Karnataka Law and Parliamentary Affairs Minister H K Patil said, "The first Greater Bengaluru Integrated Township will be developed on 8,032 acres, covering around 10 villages between Bidadi and Harohalli, under the Greater Bangalore Development Authority (GBDA)".

Bidadi and Harohalli, located along the Bengaluru–Mysuru expressway in Ramanagara district, are 30–50 km from Bengaluru. Deputy CM DK Shivakumar had earlier pushed for renaming Ramanagara as Bengaluru South.

Ten villages in Ramanagara district include Bairamangala and Bannigere in Bidadi, Hosur, KG Gollarapalya, Kanchugaranahalli, Aralalusandra, Kempaianapalya, Kanchugaranahalli Kavalu, Mandalahalli, and Vaderahalli in Harohalli.

Karnataka cabinet has also proposed development of Devanahalli, Nelamangala, Hoskote, Doddaballapur, Magadi, and Bidadi as satellite townships with road and rail connectivity to help reduce congestion in Bengaluru.

"Satellite towns will reduce congestion in Bengaluru. They will be connected by road and rail networks, feature sustainable infrastructure, and create employment opportunities." said Patil.

"A committee will be formed under the chairmanship of the additional chief secretary to the Karnataka government, comprising competent authorities, departments, and institutions concerned, to oversee the implementation of integrated township projects” he said.

“The cabinet also approved the appointment of a qualified firm to design and plan the township based on the ‘work-live-play’ concept, adhering to international standards, through a global tender," Patil said.

The government has given in-principle approval to initiate preliminary processes for the project. "All township development activities in the Bengaluru Metropolitan Region (BMR) will be executed by the Greater Bangalore Development Authority," Patil said.

In addition, the Karnataka Cabinet has approved the winding up or merging of dormant and non-viable government-owned companies. Of the 125 public sector enterprises in the state, 34 are profitable, 33 are running at a loss, 32 operate in the social sector, and 16 are inactive or shut down.

The cabinet has also approved the Rs 5,000 crore World Bank-assisted Karnataka Water Security & Disaster Resilience Program (KWSDRP), which includes a Rs 3,500 crore loan from the World Bank and Rs 1,500 crore from the state government.  “A high-power committee will oversee its implementation and monitoring” he said.

Further, the Karnataka cabinet has approved the revised Public-Private Partnership (PPP) Policy 2025, incorporating an asset monetisation framework. Implementing agencies must ensure that 90% of the required land is unencumbered before tendering. All PPP projects will be vetted by the Public-Private Partnership Appraisal Committee (PPPAC) through the Infrastructure Development Department (IDP) and the Inland Waterways and Transport Department (IWTD) and will require recommendations from the State-Level Single Window Agency (SLSWA) before implementation, said Patil.
