
Prime Minister Narendra Modi, on Saturday, inaugurated the first Emergency Landing Facility (ELF) in India’s northeast, making a historic landing aboard a C-130J aircraft on a 4.2-kilometre stretch of the Moran bypass on National Highway-37.
Built at a cost of Rs 100 crore, the Moran ELF transforms a reinforced section of highway into a fully functional runway capable of handling fighter jets, transport aircraft, and helicopters. The facility is designed for both military and civilian use, and will serve as an alternative to the Dibrugarh airport in emergencies, and also play a key role in Humanitarian Assistance and Disaster Relief (HADR) operations in remote areas.

Strategic importance: The China factor
The Moran ELF is a substantial addition to India’s defence infrastructure in the northeast, especially given the proximity of multiple Chinese airbases across the border.
India already maintains several airbases in the region, including Tezpur, Jorhat, Chabua, and a second Rafale squadron at Hashimara in north Bengal. During the Doklam crisis, Indian forces had anticipated potential Chinese attempts to block key corridors. Highway airstrips like Moran add redundancy and enable rapid deployment, refuelling, and rearming of aircraft during crises.

"With at least seven Chinese airbases in the vicinity, alternative landing sites are vital for operational flexibility," said defence experts cited in an NDTV report. "The Moran highway airstrip enhances distributed air power and strengthens India’s strategic depth in the northeast", they added.
Highway features and capabilities
Length and construction: The 4.2-km stretch is reinforced and widened to handle frontline fighter jets such as Rafale and Sukhoi, transport aircraft like the C-130J Hercules, and helicopters.
Operational readiness: Before use, the highway can be sealed off to civilian traffic, and security personnel can secure the perimeter. Aircraft can be refuelled and rearmed rapidly.
Multi-use design: The facility serves both combat and humanitarian purposes, including disaster response in flood-prone and remote areas.
Flexibility: Acts as an alternative to Dibrugarh airport, enhancing aviation redundancy in strategic northeast corridors.
The Moran highway’s transformation into a dual-use airstrip addresses vulnerabilities first exposed during the 1962 China-India war, when the plains of Assam were left exposed due to weak roads and limited air redundancy. Today, as part of a post-2014 initiative to build dual-use infrastructure and distributed air power, the facility enhances emergency preparedness and strengthens India’s aviation infrastructure in the northeast.
PM Modi, upon arrival from Chabua airfield, landed at the ELF and drove to a nearby venue to witness an aerial display featuring IAF fighter jets, transport aircraft, and helicopters. He was welcomed with traditional Assamese honours, including a Muga gamosa scarf, a ‘Japi’ headgear, and a portrait of the last Chutia queen, Sati Sadhini. Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal, and Air Chief Marshal AP Singh were present at the event.
Locals and visitors from surrounding areas witnessed the historic landing from a safe distance, marking a major milestone in Assam’s defence and disaster management capabilities. The Moran ELF is expected to serve as a critical operational base for the Indian Air Force during emergencies or wartime, providing strategic depth along a sensitive frontier region.
