The National Medical Commission (NMC), on Friday, cancelled the registrations of four doctors, Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather, Dr Muzamil Shakeel, and Dr Shaheen Saeed, after they were charged under the Unlawful Activities (Prevention) Act (UAPA) in connection with the November 10 Delhi Red Fort car blast that killed 13 people.
Following the NMC order, the four doctors are now barred from practicing medicine or holding any medical appointment anywhere in India until further notice. The move follows earlier actions by the Jammu and Kashmir and Uttar Pradesh Medical Councils, which had first stripped the doctors of their registrations based on evidence gathered by investigating agencies.
In its statement issued on Friday, the NMC said the doctors’ involvement in the white terror module was “prima facie inconsistent with the standards of integrity, propriety, and public trust expected of the medical profession,” citing provisions under the Indian Medical Council (Professional Conduct, Etiquette, and Ethics) Regulations, 2002.
The doctors were part of a sophisticated “white-collar” Jaish-e-Mohammed terror module, according to investigating officers. Nearly 2,900 kilograms of explosives, including ammonium nitrate, assault rifles, ammunition, and electronic detonation devices, were recovered from properties in Srinagar and Faridabad last week.
Dr Muzamil Shakeel, a Pulwama native, was arrested after 360 kilograms of ammonium nitrate were recovered from his rented accommodation at Al Falah University in Faridabad. His brother, Dr Adeel Ahmad Rather, was arrested from Saharanpur, where police also seized an AK-56 rifle and ammunition from his locker at Anantnag Hospital. Dr Shaheen Saeed, a doctor from Lucknow, was reportedly aware of the module’s logistics and planning, timed to coincide with the anniversary of the Babri Masjid demolition on December 6.
However, Dr Muzaffar Ahmad, also associated with Al Falah University, remains at large. He reportedly left India in August and is believed to be in Afghanistan. Investigating officials have approached Interpol for a Red Corner Notice.
In view of the recent revelations, the NMC has directed all state medical councils to update their records and ensure that none of the four doctors continue to practice anywhere in India.
