A judicial commission report submitted to Karnataka Chief Minister Siddaramaiah said that the Karnataka State Cricket Association (KSCA), Royal Challengers Bengaluru (RCB), event organisers DNA Entertainment and Bengaluru Police are directly responsible for the June 4 stampede that happened outside the Chinnaswamy Stadium that killed 11 people and injured over 50.
The report cites "gross negligence and dereliction of duty" by all parties involved during the incident. Sources cited by India Today said that the one-man inquiry commission that was led by retired Justice John Michael D’Cunha found that all stakeholders, despite knowing that the crowd was unimaginable, went ahead with the event.
After the event, the D'Cunha Commission was given a month to probe what happened during the stampede. During the inquiry, site inspections were conducted and the commission held multiple hearings and also recorded statements from eyewitnesses, police officers, KSCA officials and also government representatives.
During the investigation, the panel also found that there was a dire lack of security arrangements while the event was being planned. The panel found that only 79 police personnel were deployed inside the stadium while no police was stationed outside the stadium, Also, no ambulances were stationed at the event site.
On the day that the fateful incident happened, thousands of RCB fans had gathered outside the Chinnaswamy stadium in Bengaluru, while hoping to catch a glimpse of the Indian Premier League-winning RCB team. The uncontrollable crowd eventually ended in a stampede, thus killing 11 people.
