The Lok Sabha is all set to take up a discussion on electoral reforms today, including the special intensive revision (SIR) of India’s electoral rolls -- a debate that the Opposition had been demanding for months. Following days of negotiations, the government and Opposition reached an agreement last week to bring the matter to the House.

Rahul Gandhi to initiate debate on election reforms

Leader of Opposition in the Lok Sabha, Rahul Gandhi, will reportedly begin the discussion on election reforms in the Lok Sabha.

Since the monsoon session of Parliament, Opposition parties were demanding a debate on the SIR of electoral rolls. After the winter session began, several Opposition leaders from Congress president Mallikarjun Kharge to party leaders Sonia Gandhi and Rahul Gandhi staged protests inside and outside the Parliament.

Leaders displayed posters and placards against the SIR, carried a banner proclaiming “Stop SIR – Stop Vote Chori,” and chanted slogans criticising the government.

According to the Congress, the SIR process -- officially aimed at cleansing the rolls of bogus entries -- was misapplied in Bihar to disproportionately affect marginalised groups that tend to vote for the Opposition.

After prolonged consultations between government and Opposition representatives, a consensus was reached to schedule a debate on SIR, which will follow a discussion commemorating 150 years of Vande Mataram.

Parliamentary affairs minister Kiren Rijiju announced the decision on December 2, stating: “During the All-Party Meeting Chaired by Hon’ble Speaker Lok Sabha today, it has been decided to hold discussion in Lok Sabha on 150th Anniversary of National Song ‘Vande Mataram’ from 12 Noon on Monday 8th Dec and discussion on Election Reforms from 12 noon on Tuesday 9th Dec."

The BJP is expected to field senior leaders Nishikant Dubey, PP Chaudhary, Abhijit Gangopadhyay and Sanjay Jaiswal in the debate which will take place over two days, according to a report by PTI.

Besides Gandhi, the Congress is expected to field KC Venugopal, Manish Tewari, Varsha Gaikwad, Mohammed Jawed, Ujjwal Raman Singh, Isa Khan, Ravi Mallu, Imran Masood, Gowaal Padavi and Jothimani.

SIR debate in Parliament: What will the Opposition focus on?

During the debate, Rahul Gandhi is expected to raise allegations of “vote theft” and question the Election Commission of India’s accountability. The Opposition has long maintained that India’s voter rolls contain serious inconsistencies -- from mass deletions to duplicate entries -- issues Gandhi has repeatedly underscored in press conferences held in Maharashtra, Haryana, and Karnataka.

The Congress is also set to highlight concerns over the heavy pressure on booth level officers (BLOs) during the re-verification process.

Opposition groups claim the exercise has pushed field staff to breaking point, referencing reports of alleged suicides tied to extreme stress. The BJP, however, has rejected these claims and accused the Opposition of exploiting the issue for political gain.
