At its Patna meeting on Wednesday -- the first CWC gathering in the state since 1940 -- the Congress adopted a resolution covering issues ranging from India’s foreign policy to alleged efforts to undermine democratic institutions.
From criticism of the Centre’s foreign policy to allegations of ‘vote chori’ -- a charge earlier raised by the Leader of Opposition in Lok Sabha, Rahul Gandhi -- the Congress resolution launched a scathing attack at the BJP-led government.

On India’s foreign policy
Adopting the resolution at its first Bihar meeting since Independence, the Congress leadership said Prime Minister Modi’s “huglomacy” has backfired, isolating India on the global stage.
The CWC seized on Donald Trump’s claim that he used trade pressure to make India halt Operation Sindoor against Pakistan, saying the government has sidestepped the issue. The government, meanwhile, has maintained there was no third-party mediation, noting that Prime Minister Narendra Modi told Trump the ceasefire came out of direct military talks.
“The CWC is profoundly worried by the collapse of India’s foreign policy,” it said, while also showing concern over China’s territorial encroachments, rising import dependence and steep US tariffs as well as changes to the H-1B visa policy.
On special intensive revision
The CWC reiterated its dire apprehension regarding the "special intensive revision" in Bihar as "yet another dirty trick from the BJP's toolkit to manipulate electoral rolls and cling to power".
"Their aim is clear: to disenfranchise the poor, workers, backward classes and minorities - the very people who are determined to oust the NDA from Bihar," the CWC said.
Confident that the upcoming Bihar polls will deliver a setback to the BJP, the Congress reaffirmed its commitment to the Constitution and the founding ideals of the nation.
On allegations of ‘vote chori’
Vote chori and irregularities in the electoral rolls have shaken public belief in the very foundations of our democracy, the resolution read.
This comes close on the heels of Rahul Gandhi’s accusations that the chief election commissioner Gyanesh Kumar is protecting "people who are destroying Indian democracy". He claimed that a "certain group of people" are systematically cutting the votes of minority groups who specifically vote for Congress.
"The revelation of 'vote chori' and irregularities in our electoral rolls have shaken public belief in the very foundations of our democracy. The CWC resolved to salute Rahul Gandhi for boldly exposing the shameless 'vote chori' and bravely fighting these brazen attempts to subvert democracy," the political resolution passed by the CWC read.
"This exposes the systematic and deliberate conspiracy used to manufacture an elected majority for the BJP. A government built on stolen mandates and rigged voter lists has no moral or political legitimacy," it said.
On India’s economy
In its statement on India’s economy, the resolution states that the Government has wreaked “economic devastation, even as it attempts to manipulate data to create the image of a booming economy”.
“Unemployment is at historic highs, and MSMEs, which are the backbone of the Indian economy, have been driven to collapse. Question papers of more than 80 major examinations have been leaked since 2014, putting the future of youth at risk,” the resolution states, adding that the government has turned a blind eye to farmers, poor, and middle class like.
On democracy
Expressing concern over constitutional safeguards, the resolution said that “BJP-RSS’s relentless attacks on Constitution and the Republic continue unabated; fundamental principles of our democracy are being demolished brick by brick.”
It further alleged that “under BJP, social justice [is] being trampled on while reservations are routinely eroded through rampant privatisation.”
“The Parliament has been undermined, and even Constitutional offices have not been spared. The Election Commission of India, long the cornerstone of our vibrant democracy, has been turned into a servile mouthpiece for the government,” the resolution says.
It added that the CBI and ED have been reduced to blunt instruments of political vendetta, deployed against anyone who challenges Modi’s rule.
