Centre sets up framework for Waqf property oversight with new portal rules

The new rules provide for the creation of a centralised portal and database to streamline administration of Waqf properties.

The digital system will support real-time monitoring of property registration, governance issues, legal disputes, resource management, and surveys and development of Waqf assets.

The Centre has officially notified the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025, laying out a comprehensive digital framework for the management, registration, audit, and oversight of Waqf properties across the country.

The new rules, issued under the recently amended Waqf Act, 1995, specifically Section 108B inserted through the Waqf (Amendment) Act, 2025, which came into effect on April 8, provide for the creation of a centralised portal and database to streamline the administration of Waqf properties.

According to the notification, the portal will facilitate the uploading of details of existing and newly registered Waqf properties, maintenance of accounts by mutawallis (managers of Waqf assets), audit reports, court proceedings, and board orders under Section 48 of the Act.

The joint secretary in charge of the Waqf Division under the Ministry of Minority Affairs will supervise and control the portal and its database. Each state government is also required to appoint a nodal officer, of at least joint secretary rank, to coordinate with the central government and set up a Centralised Support Unit to help streamline data uploads, registration, audits, and related processes.

The digital system will support real-time monitoring of property registration, governance issues, legal disputes, resource management, surveys, and development of Waqf assets.

Mutawallis will be required to enroll using a mobile number and email address, with OTP authentication. Once registered, they will be able to log in, file property details, and manage accounts digitally.

All stakeholders, including Waqf Boards, collectors, designated officers under Section 3C, and officials of the Centre and states, will have access to the portal. The Central Waqf Council will also be granted access to the information uploaded.

The rules are aimed at enhancing transparency, accountability, and efficiency in Waqf property governance nationwide.
