Before PM Modi’s visit: A look back at Manipur violence 2023 and the ethnic clashes

In April 2023, the Manipur High Court directed the state government to consider the long-pending demand for inclusion of the Meitei community in the Scheduled Tribe (ST) list. The order heightened anxieties among tribal groups, particularly the Kukis, who feared it would open protected hill areas to Meitei settlement.

On 3 May 2023, the All Tribal Students’ Union of Manipur (ATSUM) organised a “Tribal Solidarity March” across the hill districts to protest the directive. The protest quickly turned violent in Churachandpur and spread across the state, with homes and villages torched, churches and temples attacked, and thousands displaced.

Police armouries were looted, leaving thousands of weapons stolen. Within weeks, Manipur was effectively divided into two zones: the valley, dominated by Meiteis, and the hills, dominated by Kukis, separated by a buffer zone patrolled by central forces.

The Meiteis, making up around 53% of the population, primarily live in the Imphal Valley, which covers only about 10% of the state’s land, and are predominantly Hindus, with about 8% Muslims known as Meitei Pangals.
