The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has removed 22 real estate projects from its “abeyance list,” allowing resumption of construction of more than 8,800 housing and commercial units, bringing relief to thousands of homebuyers.
The decision, taken during a meeting earlier this week, to revoke the suspension of construction work came after the developers completed the necessary documentation.
The projects are spread across seven districts, including Noida and Lucknow.
What is an ‘abeyance list’?
RERA introduced the “abeyance list” after several real estate developers failed to upload key documents such as land ownership records, approved building maps and inventory details on the regulator’s portal.
Despite multiple reminders, nearly 400 projects, including the 22 which have now been cleared, remained non-compliant and were placed under suspension in July 2024, officials said.
The decision to put such projects in the “abeyance list” was aimed to provide homebuyers and the public with clear and accurate information about the status of such projects, enabling them to make informed decisions, officials said.
It was also aimed at preventing a promoter or individual from misusing the registration number issued by RERA.
Which projects are back on track?
The clearance benefits projects in Gautam Buddha Nagar (Noida-Greater Noida), Ghaziabad, Lucknow, Agra, Meerut, Jhansi and Hathras districts.
Jaypee Greens Garden Isles, Jaypee Greens Orchards, Winston Park-3, Greenbay Golf Homes, Grandprix Mega Suits, and Galactic City – Universal Tower in Noida; Vihaan Shopping Plaza, Officer City-2 Phase-2, Shalimar City (Phase-2), The Great Northern Bazaar Phase-2, Saya S Class, and Delhi 99 in Ghaziabad are among the projects in NCR where work can resume.
Outside NRC, Emerald Mall, The Citadel and Rolex Estate in Lucknow; Mangalam Niket in Agra and Pashupati’s The Grande in Jhansi are among the projects that stand to benefit from the decision.

For thousands of buyers waiting for possession, this development is a turning point, experts said. With regulatory hurdles cleared, construction can resume, offering hope of delivery after long delays.
The move will also restore buyer confidence, reinvigorate the real estate market and spur job creation in Uttar Pradesh’s growing housing sector, officials said.
RERA’s objective is to establish transparency and trust in the real estate sector, UPRERA chairman Sanjay R Bhoosreddy said. “This will not only provide relief to homebuyers but also infuse fresh energy into the state’s economy. RERA is committed to ensuring that every project is completed in a transparent and rule-based manner,” he said.
