The issue was discussed on Thursday between Trai chairman Rahul Khullar and chief executives of top telecom operators. The discussion ended with a proposal to impose five paisa as termination charge for transactional or promotional SMS and two paisa for normal SMS. It will be charged on operators from whose networks the commercial SMS originates.

The new termination charges will be applicable from the first of June.

Trai is also working on different options to do away with roaming charges. Trai has been of the opinion that special tariff vouchers (STV) have a potential to make national roaming services more competitive and affordable to the subscribers.

It has completed the consultation process on free roaming and will give its recommendations in the next 10-to-15 days.
