The Bhubaneswar Police, on Saturday, invoked Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) outside AIIMS Bhubaneswar after protests erupted over the brutal burning of a 16-year-old girl in Puri, disrupting hospital services and affecting patient care.
Deputy Commissioner of Police (DCP) Jagmohan Meena said the demonstrations, held by multiple groups outside the hospital’s burn unit, created a chaotic situation for both patients and staff.
"Protests caused serious disruptions for those admitted to the hospital and their attendants. AIIMS authorities issued a notice stating that protests on the premises were causing inconvenience to patients and doctors," DCP Meena told ANI.
He added that following the declaration of BNSS Section 163 by the zonal ACP, who is also acting as Executive Magistrate, about half of the protesters dispersed, while the remaining were detained.
“We will ensure no further protests occur here. One platoon of police will remain stationed to monitor the situation and prevent any inconvenience to the public,” Meena added.
BJP leader Babu Singh has, meanwhile, urged political parties not to exploit the incident for mileage and underlined the medical criticality of the next 72 hours for the victim, who has suffered 70 percent burn injuries.
"There are several other patients in the ward. Protests and slogan-shouting outside the unit are not appropriate. BJD and Congress workers are sitting near the ward and restricting access. This is not acceptable," Singh said.
He further added that Chief Minister Mohan Charan Majhi has assured that the victim would be airlifted to AIIMS Delhi for advanced care if doctors recommend it.
Speaking to the media earlier in the day, CM Majhi confirmed that arrangements are in place to transfer the patient to Delhi if necessary.
“The girl is currently undergoing treatment at AIIMS Bhubaneswar and is able to speak despite her condition. I’ve spoken to the hospital director, and based on medical advice, she will be shifted to AIIMS Delhi,” the CM said.
He also assured strict action against those responsible, stating that an investigation is underway to ascertain the circumstances and possible conspiracy behind the attack. "The culprits will be brought to justice," he asserted.
The shocking incident took place in the Balanda police limits of Nimapada block, Puri district.
According to the girl’s cousin, she had gone out with friends when unidentified assailants abducted her and set her ablaze near a riverside. Despite severe injuries, she managed to reach a nearby house and was then rushed to the hospital.
An investigation is ongoing.
