From Swachh Bharat ‘hero’ to Mumbai hostage-taker: Who was Rohit Arya?

The Mumbai hostage crisis that ended on Thursday has cast a stark spotlight on the complex and contradictory life of Rohit Arya, the man who held 19 people captive. Behind the alarming image of a menacing captor lies the profile of a well-credentialed social entrepreneur whose initiatives once won ministerial endorsement, only to descend into alleged financial disputes and ultimately, desperate criminality.

The credentialed social campaigner



According to a report by TOI, Rohit Arya was far from an obscure figure. He was an alumnus of prestigious institutions, having studied at Symbiosis International University in Pune and completed an executive MBA from the Indian School of Business in Mumbai. He owned a company that produced awareness videos on social causes.

His professional work was significantly aligned with government initiatives. He had worked extensively with children on the central government’s Swachh Bharat mission, claiming to be inspired by Prime Minister Narendra Modi’s vision for cleanliness.

His social media profiles featured pictures with ministers and celebrities, suggesting a man well-connected within certain circles. He had even engaged veteran actors like Prem Chopra for his campaigns and cited actor Ramesh Deo as a mentor.

A high-profile project and a souring relationship



The pinnacle of his civic engagement appears to have been the ‘Swachhata Monitor’ programme. Three years ago, Arya launched this initiative across various schools in Maharashtra. The project was formally inaugurated on October 2, 2022, by the then education minister, Deepak Kesarkar.

This professional relationship, however, shattered the following year. Arya sat on a hunger strike, directly targeting Kesarkar and alleging non-payment of Rs 2 crore in dues from the government. Kesarkar disputed the validity of the claim, as cited by TOI, “All formalities have to be completed for govt payment. I don’t think his claim that he was owed Rs 2 crore by govt was correct.”

Joint Commissioner of Police (Law and Order) Satyanarayan Chaudhary later indicated that these pending work-related dues were the prima facie motive for the hostage situation.

From public advocate to menacing captor



The man who presented himself as a champion of social causes revealed a radically different persona during the hostage crisis. In a video message released from the Chembur flat, Arya justified his extreme actions with chilling calm. “Instead of committing suicide, I have made a plan and kept some kids hostage here,” he stated.

He insisted his demands were “moral” and “ethical,” and that he was neither a terrorist nor seeking money. “I have to talk to some people. I have to ask them questions,” he said, without specifying who these individuals were.

His tone then turned threatening, warning that any “wrong move” would trigger him to “set this place on fire,” and that the children would be “definitely be unnecessarily hurt and traumatised.”

A transient and elusive personal life



As authorities pieced together his background, a picture of a transient life emerged. While originally from Pune’s Kothrud area, his parents had vacated their flat about a week prior to the incident, with neighbours unaware of their whereabouts. Kothrud police confirmed the nameplate on the locked flat did not bear Arya’s name, suggesting a deliberate obscurity.

Arya reportedly had previously lived in a rented flat in Pune’s Karvenagar before moving to a relative's flat in Chembur, Mumbai, after his wife found work in Panvel. He had been staying in the Chembur flat, which is owned by a relative abroad, for only a few days when the hostage situation unfolded.
