A 21-year-old deaf and mute woman was allegedly kidnapped and gang-raped in Uttar Pradesh’s Balrampur while returning home on Monday, NDTV reported. The incident allegedly took place a few meters from the homes of the district's top officials, where CCTV cameras were found to be off. The police arrested two attackers within 24 hours of the incident, following an encounter.
In the 15-second CCTV footage, the woman, seemingly barefoot, was seen running on a dimly lit deserted road, repeatedly looking over her shoulder as several unidentified men on three to four motorcycles pursued her. The incident came to light after the woman's brother lodged a complaint with the Kotwali Dehat police station alleging that his deaf-mute and mentally challenged sister was raped.
Police have arrested two accused, Ankur Verma and Harshit Pandey, after the encounter. Both were admitted to the district hospital, where they confessed to the crime.

CCTV footage from the Superintendent of Police’s residence captured the victim, a deaf and mute woman, running along a nearly deserted road, repeatedly looking over her shoulder as several unidentified men on three to four motorcycles pursued her.
When she failed to return home, her family launched a frantic search. She was eventually found lying unconscious in bushes near a police post, her clothes in disarray. Upon regaining consciousness, the survivor alleged that she had been gang-raped.
"A specially-abled woman was returning home from her maternal uncle's house. On the way, she was made to sit by a man on his bike. She was taken to a deserted spot, where she was raped. A medical examination was done. We are monitoring the CCTV footage. We are working swifly to catch the accused," India Today quoted ASP Pandey as saying.
The woman, who was admitted to the hospital after the incident, is currently in stable condition, according to the India Today report.
According to the ASP, medical examination confirmed that she had been raped. Based on her complaint, police registered a case and launched a manhunt to track down the accused.
While investigators are reviewing CCTV footage, the survivor’s family has accused the police of negligence, claiming that the cameras near the police post where she was found were not functioning. They further pointed out that the crime took place in an area that houses the residences of senior officials, including the District Magistrate, Superintendent of Police, and judges.
