Initially, the ministry had thought of issuing the guidelines itself, but now it wants states themselves to frame these SOPs, given the different topographies, say officials.
As part of the new SOPs, the government has addressed issues like identifying the 'shear zone' of a project site before creating the Detailed Project Report (DPR) for a tunnel project. It also mandates the presence of certain safety equipment at the construction site.
The government has asked the Delhi Metro Rail Corporation, Konkan Rail Corporation DMRC, and international tunneling experts Chris Cooper and Arnold Dix to come out with the SOPs by January-end.
