A bench of Justices N V Ramana and V Ramasubramanian sought a response from the Election Commission on the plea of Koda challenging his disqualification by the poll panel in 2017 for not filing election expenses.
Special judge Bharat Parashar framed the charges after Koda pleaded not guilty and claimed trial in the case.

Earlier, the court had allowed CBI to quiz Singhal and further probe the matter before answering his application.
"Koda had replaced the name of a company arbitrarily and tried to ensure that they (Jindal firms) practically got the entire coal block," special public prosecutor R S Cheema said.
The case pertains to alleged irregularities in allocation of Amarkonda Murgadangal coal block to Jindal group firms -- Jindal Steel and Power Ltd (JSPL) and Gagan Sponge Iron Pvt Ltd (GSIPL).
The Central Bureau of Investigation (CBI) has opposed summoning of former Prime Minister Dr Manmohan Singh in the Jindal coal scam case, saying there is no prima facie evidence suggesting his complicity in allocation of coal blocks to the company.
The application said that during investigation, the chargesheet says that the allocation has been "made wrongly and not in public interest, (so) the ultimate final authority who made the allotment cannot be allowed to go scot-free without even facing the trial."
All these accused did not plead guilty to the charge framed against them and claimed trial after which the fixed the matter for August 17 for admission/denial of documents by them.
The court ordered framing of charges against these nine accused for alleged offences under sections 120-B (criminal conspiracy) read with 420 (cheating) and 409 (criminal breach of trust by public servants) of IPC and under relevant provisions of the Prevention of Corruption Act
Former Minister of State for Coal Dasari Narayan Rao, an accused in Jharkhand's Amarkonda Murgadangal coal block allocation scam case, said that allocation decisions were taken by the then Prime Minister Manmohan Singh.
