"The reference to creamy layer in the sub-categorisation of SC/STs is an observation by a Supreme Court judge and not a part of the decision. The member should not make an attempt to mislead the society," Meghwal said.
The Union government has set up separate commercial courts and arbitration centres acting on industry demands, Meghwal said.
The Arbitration Council of India is yet to be set up and vacancies in the high court continue to be a drag on case disposal.
The Dadra and Nagar Haveli and Daman and Diu (Merger of Union Territories) Bill 2019 is part of the proposed government business for the next week, Meghwal said.
"Tax base will definitely widen, we cannot give you a calculation at present. After demonetisation, we had done no calculation but today we can tell you that 91 lakh new tax payers have come in since then. Similarly, after GST also the tax base will grow, definitely," he told at an IMC event here.
