OpenAI urges US government to allow AI training on copyrighted content

OpenAI has called for an ambitious government adoption strategy, urging the US government to set an example by safely deploying frontier AI tools at the pace of the private sector. The company shared its recommendations with the White House Office of Science and Technology (OSTP) for the upcoming US AI Action Plan. In a blog post, the company said that these proposals aim to ensure that the government can effectively use AI to keep its people safe, prosperous, and free, especially as countries like China progress toward ambitious AI adoption targets.

Recognising the importance of intellectual property, OpenAI suggests a copyright strategy that balances the rights of content creators with the need to protect America's AI leadership and national security.

OpenAI's policy proposals focus on several critical areas, including national security, infrastructure and energy. The company advocates for a regulatory strategy that fosters innovation through voluntary partnerships between the federal government and the private sector. This approach seeks to neutralise potential benefits to countries like China (PRC) that might arise from overly burdensome state laws on American AI companies, said OpenAI.

To promote the global adoption of American AI systems and the freedoms they create, OpenAI proposes an export control strategy that applies a commercial growth lens. This strategy would proactively encourage the use of American AI while also protecting America's AI lead through updates to the AI diffusion rule, explained OpenAI.
