Karnataka Information Technology and Biotechnology Minister Priyank Kharge said on December 16 that an innovation authority would address gaps arising from emerging technologies.
Speaking at the CNBC-TV18 & Moneycontrol Global AI Conclave 2023, he said, "If a new technology emerges, this authority can conduct research and formulate policies."
In 2020, the state assembly passed the Karnataka Innovation Authority (KIA) bill, proposing sandboxes to exempt innovators from regulations. However, startups, especially in the mobility sector, continue to face challenges.
"The government often lags behind technology. If there's a technology without a corresponding policy, the innovation authority can house it until a policy is established," Kharge said.
Citing an example of the Motor Vehicle Act, he said, "Our rules still don't permit ride-sharing and other innovations in the mobility sector" he said.
‘Bengaluru to be AI capital’
Kharge expressed confidence in Bengaluru becoming the AI capital, stating, "From being a global call centre to a leading R&D centre, we have evolved into the most disruptive city in terms of innovation."
"Bengaluru is considered the fifth-best city globally in AI adaptability. AI adaptability in the US is around 31 percent, globally it's 27 percent, whereas in India it's 57 percent and it's led by Bengaluru," he said.
Kharge highlighted the government's focus on skill development and emerging technologies, noting, "We understand that the foundation of innovation lies in skills. We are heavily investing in skill development."
With Bengaluru boasting 44 unicorns and 57 soonicorns (soon-to-be-unicorns), Kharge outlined initiatives, including centres of excellence in health sciences and life sciences, where startups can collaborate.
He proposed making the government the first customer for AI startups, facilitating collaboration through a global innovation alliance with 33 countries to provide access to networking, market access, and funding opportunities.
Kharge acknowledged the need for improved infrastructure in Bengaluru, stating, "To be a global player, we must enhance infrastructure."
"The government is working on a disruptive public procurement policy to allow startups to pilot projects with the government," he said.
"Every growing city has its own set of problems, whether it is Paris or London. Using technology will likely always accelerate the gap that needs to be filled, but infrastructure needs to improve for progress to occur," he said.
Kharge concluded by highlighting the government's commitment to understanding industry challenges and making policy corrections to support the growth of the technology and innovation sector.
