In its five-year tenure, the outgoing seventh Delhi assembly functioned for barely 74 days, which is the lowest in its history. The assembly functioned for an average of three hours on the days it met.
Question Hour was held on nine days out of the total 74 sitting days. The budget was discussed for two days on average, with discussions lasting for four hours per day on average.
Only 14 bills were passed in these five years, another record low, of which five were related to the salaries of legislators.
According to a Times of India report citing PRS Legislative Research data, Delhi MLAs asked an average of 219 questions annually between 2020 and 2025, while Lok Sabha MPs averaged 8,200 questions per year from 2019 to 2024.
The assembly met for 74 days over five years, the lowest compared to all its previous five-year terms.
The data revealed that, within each year, sessions were adjourned without prorogation and split into parts, leading to the House convening for just one or two days on multiple occasions.
In July 2022, the assembly passed five bills amending laws to raise the salaries and allowances of MLAs, ministers, the leader of the opposition, the chief whip, the speaker, and the deputy speaker. These bills received the President’s assent 225 days later, in February 2023.
