You can try registering your biller one more time. A new URN will be generated in such (rejected) case when you go to:
My Account -> SIP Registration section
Whenever you are trying to create a new SIP transaction. The URN expires in 7 days from the first date of KYC Registration. If the problem persists and there is no clarity on the reason for rejection, then contact your bank to know the cause of rejection.
