Terror returned to Mumbai on Wednesday, shattering beliefs in improved security. Karan Thapar points out that many are saying the government's response is significantly better than 26/11, although there is criticism that we haven't developed an effective counter intelligence capacity and remain vulnerable to attacks. On the latest episode of India Tonight, Karan Thapar hosts Congress MP, Priya Dutt and the well known poet, Javed Akthar to talk about the mood in Mumbai and how the city has responded. The Executive Director of the Institute for Conflict Management, Ajai Sahni and former Mumbai Police Commissioner, Julio Ribeiro also debate on how well prepared we were.
Below is the verbatim transcript. Also watch the accompanying videos Q: Dr. Sahni, no failure of intelligence, says Mr. Chidambaram because there was no intelligence. Do you accept that line? Sahni: I think on that argument if we dismantle all our intelligence agencies we will never have any failures of intelligence because we would have no intelligence at all on anything. I don't agree with the argument, but I would like to emphasize that failure of intelligence has to be evaluated in terms of intelligence capabilities and mandate. In that sense, one could say that incidents like this do not reflect any failure of intelligence which you can pinpoint on a particular agent or agency. But they do manifest a larger failure, the failure to create an intelligence network across the country, which would be able to penetrate and dismantle the networks which are creating these incidents. Q: I want to explore that but before I do so I want to touch upon another supposed anomaly. Mr Ribeiro, one of the other anomalies is the Home Ministers announcement that no one so far and its now almost 24 hours has claimed responsibility.
