Coal & Power Minister Piyush Goyal says-Will set up a power system development (PSD) fund-31 gas-based power plants stranded; fund will offer relief to plants-Cabinet approves reverse bidding formula to support plant via PSD-To follow reverse e-bidding process to offer gas to stranded power plants-To sell pooled gas to power plants via reverse e-bidding-South India has 5500 MW of stranded gas power plants-Power plants running on imported gas may reverse bid for subsidy-Promoters of gas power plants have to forego return on equity-Want to get stranded plants to work at least on 30 percent of PLF (plant load factor)-Idea is to not let power plants based on gas based to turn NPAs-States will let go of VAT & local taxes-GAIL to give discount on marketing & pipeline charges-Turnaround for gas based power plants is high-Peak load power management will be managed by gas-GAIL and GSPL will be permitted to import gas on spot basis-Companies will be allowed to bid for 30 percent of their gas requirements-Companies which bid for lowest subsidy will get the gas-Domestic gas allotment will not be changed-Expect the bidding process to begin in 30-35 days-GAIL will be pool operator outside of Gujarat-Reverse bidding will start at Rs 5.50/unit
