India’s EV framework has come a long way in the last two years.

With both central and state governments prioritising electric vehicle purchases, the odds are that your next car or bike could most likely be an electric vehicle. But these incentives are not felt evenly across the country. While some states have been quite generous, others have held back. Price, charging facilities and absence of a local cell manufacturing apparatus remain major concerns for potential EV buyers.

Here is how FAME II incentives are coaxing potential buyers to jump on the EV bandwagon.

WHEELERS

Direct incentive of Rs 15,000 per kWh. Incentive capped at Rs 30,000 per e2W so effectively only 2 kWh worth of incentives can be availed from scooters with a max battery capacity of 3 kWh. The maximum ex-factory price for said two-wheeler is also capped at Rs 1,50,000. Valid for the first 10 lakh e2Ws. Available in addition to state subsidies.

WHEELERS

Direct incentive Rs 10,000 per kWh with subsidy capped at Rs 1,50,000 per EV. Price cap at Rs 15 lakh (ex-showroom) Subsidy applicable to the first 55,000 EV purchases. Available in addition to state subsidies.

With the fear of the unknown and doubts about the practicality still hovering over most potential buyers, state governments are also pitching in with additional incentives over and above the FAME II incentives.

Maharashtra

Cost incentive of Rs 5,000 per kWh for both e2W and EVs. Price cap at Rs 10,000 per e2W and Rs 1,50,000 per EV. Early bird incentive up to Rs 15,000 per e2W and up to 1,00,000 per e4W if purchase is made before Dec 31, 2021. Buy back incentive of Rs 12,000 for e2W with minimum 5-year battery warranty. Scrapping incentive up to Rs 7,000 per e2W and Rs 25,000 per EV. Registration fee and road tax waiver for both e2W and four-wheeled EVs (till December 31st, 2021). Total incentive offered: E4Ws: Rs 2,75,000. E2W: Rs 44,000. Infrastructure incentive: Property tax rebate for commercial and residential property builders; Rs 5 lakh subsidy for the first 500 installing a public fast charging station.

Delhi

Cost subsidy of Rs 5,000 per kWh capped at Rs 30,000 for e2W and Rs 10,000 per kWh for e4W/EVs capped at Rs 1,50,000 per EV. (Biggest e-scooter battery at present belongs to the Ola S1 Pro at 3.97 kWh). Limited to the first 1000 e4W purchases. Scrapping incentive of Rs 10,000 for e2W. No scrappage incentive for EVs yet.

Gujarat

Cost subsidy of Rs 10,000 per kWh for e2W and EVs with max subsidy capped at Rs 20,000 for e2W and Rs 1,50,000 for EVs. Price of the e2W must not exceed Rs 1.5 lakh (ex-showroom) to avail subsidy. Rs 15,00,000 for EVs.

Road tax and registration fee waiver on both e2W and e4Ws. Valid for the first 1.1 lakh e2W purchases. Total incentive offered: Rs 1.5 lakh for e4W and Rs 20,000 for e2w. Infrastructure incentive: 25% capital subsidy on charging equipment for all public EV charging stations; 100% electricity exemption of EV charging stations.

Rajasthan

Cost subsidy of Rs 5,000 per kWh for vehicles with max battery capacity of 2kWh; Rs 7,000 for battery capacity ranging from 2-4 kWh; Rs 9,000 for 4-5 kWh models and Rs 10,000 for models more than 5kWh (currently not on sale). No e4W incentive.

Electric two-wheelers must be registered between April 1, 2021 - March 31, 2022. Road tax and registration fee waiver. Total incentive: Rs 20,000. Infrastructure incentive: Reimbursement of SGST till March 2022.

Meghalaya

Cost subsidy Rs 10,000 per kWh up to Rs 20,000 per e2W, Rs 4,000 per kWh, up to Rs 60,000 per e4W. Maximum price eligible for subsidy: Rs 1.5 lakh for e2W; Rs 15 lakh for e4W. Registration fee and road tax waiver for e2W and e4W. Total Incentive: Rs 20,000 for e2W; Rs 60,000 e4W. Infrastructure incentive: Proposed electricity tariff. Prioritised electricity provision for charging stations. Government to make government land wherever available, free of cost for the first five years to PSUs and private firms who wish to set up public charging stations.

Bihar

Cost subsidy of Rs 10,000 per kWh of the battery for both e2W and e4W. Capped at Rs 20,000 for e2W, Rs 1.5 lakh for e4W and Rs 13,000 for hybrids. Registration fee and road tax waiver for e2W and e4W. Additional Rs 7,000 subsidy for e2W using a lithium-ion battery and not a lead-acid one.

50% road tax waiver for hybrids.

Valid for the first 24,000 e2w purchases and the first 4,000 e4W purchases. For hybrids, only the first 1,000 benefit from any subsidy. Total incentive: Rs 1.57 lakh for e4W and Rs 27,000 for e2W. Infrastructure incentive: 100% reimbursement of stamp duty and registration fees for a lease or sale of industrial land to be used for EV charging stations. 100% reimbursement for land conversion fees if converting agricultural land.

West Bengal

Registration fee and road tax waiver for e2W and e4W. Cost subsidy of Rs 10,000 per kWh of battery capacity for the first 10,00,000 e2W and the first 35,000 e4W. Price capped at e-cars costing under Rs 15 lakh and scooters under Rs 1.5 lakh.

Maximum subsidy capped at Rs 20,000 for e2W, Rs 1.5 lakh for e4W and Rs 13,000 for hybrid four-wheelers. Applicable for the first five years since policy introduction. Total incentive: Rs 20,000 for e2W and Rs 1.5 lakh for e4W. Infrastructure incentive: Commercial properties to receive incentives for setting-up swapping stations although the details of those incentives remain unclear.

Cost subsidy of Rs 10,000 per kWh for e2W, capped at Rs 20,000 per e2W and Rs 1.5 lakh per e4W. Ex-showroom price cap for subsidy eligibility is Rs 1.5 lakh for e2W and Rs 15 lakh for e4W.
