Farmers' Protest Highlights: The Delhi Chalo farmers' protest at border points in New Delhi has entered the 23rd day today. Prime Minister Narendra Modi has begun his address to the farmers of Madhya Pradesh. Affirming that the right to protest is part of a fundamental right, the Supreme Court has said it will not interfere at this stage with the farmers' ongoing stir, and the agitation should be allowed to continue without impediment and without any breach of peace either by the protestors or the police. Meanwhile, Narendra Singh Tomar issued an 8-page open letter to farmers saying the Centre is ready to address all their concerns. Farmers have so far rejected the government's offer of amendments in the new agriculture reform laws and a written assurance on continuing the MSP system. Previous five rounds of talks between the central government and representatives of 40 farmer unions remained inconclusive. Farmers have said that the protest will continue until their demands are met and the laws are scrapped. They fear that the new laws will dismantle the minimum support price (MSP) system and corporatise farming.

The traffic on Jaipur-Delhi national highway remained partially affected for the sixth consecutive day on Friday due to the farmers' agitation near the Rajasthan-Haryana border. Despite intense cold conditions, the farmers have been staying put in Shahjahapr near the border since Sunday, protesting against the three agri laws introduced by the Centre.
One side of the highway, from Jaipur to Delhi, is closed whereas the other side, from Delhi to Jaipur, is open for traffic. On Friday, the farmers were addressed by activists Kavita Srivastava, Kanwar Yadav and others, spokesperson of Sanyukt Kisan Morcha (Rajasthan) Ram Madhav said.

A group comprising 20 Indian doctors from the USA has delayed its return to provide medical services at Tikri border, where thousands of farmers have been protesting against the new farm laws for over three weeks now. Svaiman Singh, one of the doctors in the team, said they set up medical camps at Tikri nearly 20 days back and have been attending to the sick farmers since then.
"Every year we come to India to set up free medical camps to help those in need. This year the people who were most in need are these farmers, so we are here," the cardiologist said. "We came to India about three months back for our annual medical camp trip and were scheduled to return in a month's time, but stayed back to offer facilities to the farmers," he said.
Hailing from a farmers' family himself, the doctor said they plan to stay back as long as the farmers need them. He also said they are being helped by doctors in India with all kinds of medical supplies.

Even though the six rounds of talks between the representatives of agitating farmers and the government have failed to arrive at a settlement, it is clear that irrespective of the result of this agitation, the agriculture scene will not be the same as before. Even if the farmers’ demand for continuation of procurement at a minimum support price (MSP) for wheat and paddy is accepted by the government, the farmers would have realised that the days of open-ended procurement will not last forever.
The three farm laws hurriedly enacted by Parliament in September would have already made it clear to farmers of Punjab and Haryana that they have no option but accept the reality of the beginning of the end of unlimited procurement.

The negotiation between the government and Punjab farmers has reached a stalemate. The farmers want the three laws to be repealed. While the laws are not perfect and can be amended, repealing them is not right. Punjab farmers also want a law promising them Minimum Support Price (MSP).
Let us assume that they want it for two crops that they currently grow, not all the 23 crops for which MSP is announced. Do they only want MSP? Don’t they want procurement too? If they want procurement, who will pay for it and where will the procured grains be stored, supplied or sold? As the Punjab government is supporting the farmers, the state should also procure, store and redistribute. The state government can supply it to deficient states or sell it in the open market.

Another group of farmers reached Noida on Thursday and attempted to move to Delhi to join the bigger stir against the new agri laws but was prohibited by police deployed in a large number near the Chilla border.Scores of members of the Bharatiya Kisan Union (Ambavat) faction were stopped near Mahamaya flyover on the Noida-Delhi Link Road, with the development obstructing traffic movement on the key route, according to police officials.
"The Noida-Delhi Link Road via Chilla is partially closed. Movement from Delhi to Noida is allowed but not otherwise, due to the farmers' stir," a Noida Traffic Police official told PTI. "Commuters have been advised to opt the DND or the Kalindi Kunj route for travelling to and from Delhi," the official said, adding that the route has been diverted from Dalit Prerna Sthal to the DND flyway. With the farmers’ agitation entering the third week and with no breakthrough in sight, there has been greater scrutiny on the three farm laws passed by the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) government. Even as the government has expressed its willingness to amend these laws to make them more palatable, the farmers are demanding nothing short of a total repeal. The farmers are negotiating from a position of advantage as they have partially laid siege to Delhi and, with the government seen to be unwilling to consider a rollback, things might reach a flashpoint soon. It becomes all the more incumbent then to analyse these laws dispassionately.
The three laws — Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act, the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, and the Essential Commodities (Amendment) Act — have been reforms that have been long overdue, ever since the 1991 liberalisation era. Reforming the Agricultural Produce Market Committees (APMCs) has had bipartisan support over the years, even making it to the election manifesto of the Congress in 2019. The issue of contract farming is also a corollary of the APMC reforms, giving a formal structure to something that is already in practice. The amendment to the Essential Commodities Act has sound logic on the need to preserve perishable commodities and to prevent price volatility during the off-season.

The government recently introduced three new farming laws in order to address a few long standing malfunctions in the agri-value chain. While the bills are being viewed as positive by most agri-economists and agri-researchers, they have not gone down well with the farming community in northern India. Major protests have been seen in Punjab and Haryana with farmers lining up to protest on the Delhi border.
What is interesting is that though the laws are for the entire country, the protests are confined largely to the northern states of Punjab, Haryana and UP. If anything, this highlights the skewed procurement across states.Our study shows that the new laws do leave some grey areas which need to be addressed. However, with freedom to sell their produce anywhere in the country, the larger loss is actually for the intermediary and the state governments who stand to directly loose a large portion of their cuts, commissions and taxes. With limited word length of a column, let me focus on one of the three farm laws — the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020. First, in the last agricultural census (2015-16), there were 146 million agricultural holdings (this number may have increased further because of fragmentation). Measured in terms of operated area, most holdings are in Rajasthan, Maharashtra, Uttar Pradesh and Madhya Pradesh. Measured in terms of number of holdings, most are in UP, Bihar, Maharashtra and MP. Eighty-six percent of holdings are small and marginal (less than two hectares). Only 0.6 percent are large (more than 10 hectares). Therefore, if we have farmer interests in mind, we should also listen to farmers from Rajasthan, Maharashtra, UP, MP and Bihar, and not only to those who have large holdings.

DMK, allies begin hunger strike in support of protesting farmers: The DMK-led opposition in TamilNadu on Friday embarked on a day-long hunger strike in support of farmers protesting against the three farm laws enacted by the Centre recently. Gujarat BJP president CRPaatil has criticised Delhi Chief Minister Arvind Kejriwal and Congress leader Rahul Gandhi for supporting farmers' protests and questioned them on their knowledge of agri commodities. Targeting the two national opposition politicians, he sought to know if they knew the difference between green cluster bean (guar) and green pigeon pea (tur).
"Delhi is a city which has been given the status of a state, and that is why it has a chief minister too. In real sense, the CM (Kejriwal) has powers of a city's mayor only. "Kejriwal is now trying to establish his dominance over the entire country's politics despite being just a papertiger," said Paatil, addressing a gathering of farmers in Bardoli town of Surat district. "Such people are talking about the welfare of farmers," said the Lok Sabha MP from Navsari.

Union Agriculture Minister Narendra Singh Tomar on December 17 wrote an open letter to farmers protesting against the new farm reform laws and said that misunderstanding had been created among some groups regarding the initiatives. In a Hindi tweet, Tomar said the central government has followed the ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’ motto and worked towards development for all without discrimination. “The history of past six years is the evidence,” Tomar added. In the letter, written in Hindi, Tomar sought to alleviate farmers’ concerns, saying that the system of MSP and agricultural produce market committees (APMCs) will not be stopped.
Tomar also said that farmers’ lands are not in danger and agreements that farmers sign will be for crops, not for their land. The union agriculture minister added that the price of the produce will be determined in the farming agreement and farmers will be able to end the contract whenever they want, without any penalty. He further highlighted that many states have already introduced contract farming and consultations had taken place for two decades before the laws were passed.

Kejriwal assailed the BJP-ruled Centre over the recent farm laws during a special session of the Delhi Assembly and tore the copies of the three legislations, saying he cannot betray the farmers.
Gupta said the Aam Aadmi Party (AAP) chief converted constitutional dignity into a "gimmick" by tearing the copies of the farm laws in the Assembly."Kejriwal's opposition to the farm laws is just a political stunt. Part of Jaipur-Delhi Highway remains blocked: Farmers continued their agitation near the Rajasthan-Haryana border on the Jaipur-Delhi highway on Thursday, keeping the road partially blocked.The farmers led by Swaraj Abhiyan leader Yogendra Yadav, former CPI (M) MLA Amra Ram and other leaders have been agitating in Sakatpura near Shahjahanpur in Alwar in Rajasthan. One side of the highway, from Jaipur to Delhi, is closed whereas the traffic is moving on the other side, from Delhi to Jaipur.
CPI (M) leader Amra Ram said that besides local farmers, people are coming from far flung areas of the state to support the agitation. He said many farmers joined the agitation on Thursday under the leadership of former MLAs Pawan Duggal, Pema Ram and others. Amra Ram said the movement will continue till the government accepts the demand of withdrawal of the new agriculture laws.

Farmers' body FIFA meets Narendra Tomar; extends support for new farm laws
Amid the ongoing farmers' protest against the new farm reform laws, yet another farmer grouping FIFA met Agriculture Minister Narendra Singh Tomar and extended support for the legislations. The Federation of Indian FPOs and Aggregators (FIFA) is the sixth group of farmers that has extended support for the laws in the last two weeks. The previous groups were from Haryana, Uttarakhand and Uttar Pradesh.
FIFA represents 15 states and around 500 farmer producers organisations (FPOs) in the country. "They (FIFA) expressed their support for the recent agricultural reforms by the Government of India. They thanked the minister for the enabling environment which these Acts have created to scale business of FPOs to benefit the small and marginal farmers," an official statement said.

Farmer leaders have said they will consult senior lawyers, including Colin Gonsalves, Dushyant Dave and Prashant Bhushan, before deciding the next course of action after the Supreme Court said it was thinking of setting up an "impartial and independent" panel of agriculture experts and peasants' unions to resolve the deadlock over the farm laws.
The protesting farmer leaders welcomed the apex court's move to acknowledge the right of farmers to non-violent protests, but asserted that their agitation will continue until a concrete solution is found."We will meet senior lawyers Colin Gonsalves, Dushyant Dave, H S Phoolka and Prashant Bhushan on Friday and consult them about what can be done," Abhimanyu Kohar, a leader of the Rashtriya Kisan Mazdoor Sabha, told PTI.
He said the Sanyukt Kisan Morcha, an umbrella body of around 40 farmer unions protesting at Delhi's border points, has not received any notice from the Supreme Court, adding that it will comment on the matter only after seeing a copy of the court's order. Senior Bharatiya Kisan Union (BKU) leader Dharampal Malik said a technical team has been formed by the union, adding that the Centre should first make its stance clear on whether it wants to put the contentious farm laws on hold. "We will first read the Supreme Court's order, consult our lawyers and then decide the next course of action," he said.
