One more tower in the Chintels Paradiso housing complex in Gurugram, where a portion of a sixth-floor apartment in a building in Tower D collapsed to the first floor in February 2022, was declared “unsafe for habitation” by the structural audit report submitted to the Gurgaon administration, officials said.
They said that the structural safety audit report of the tower J by a panel from the Indian Institute of Technology (IIT), Delhi, was submitted to the administration a few days back and was shared with the residents of the housing complex in sector 109 near Dwarka Expressway on January 19.
According to the IIT Delhi report, the structure of Tower J is “not safe for habitation” and must be evacuated immediately.
“The repair and rehabilitation of this tower (tower J) is also not feasible due to the high chloride content in the concrete throughout the structure, which has already acted detrimentally. Therefore, the committee is of the view that Tower J should be permanently closed. The residents who are still living in the tower should be asked to vacate immediately,” the IIT report, a copy of which is with Moneycontrol, stated.
Tower J of the Chintels Paradiso housing complex has 52 flats and around 48 families are living in the tower at present.
This is the sixth tower that has been declared “unsafe to live” by the IIT Delhi structural audit report. Before this, towers D, E, F, G, and H were declared "unsafe to live". Tower H was declared unsafe in October 2023 while on June 2, 2023, Tower G of the society was declared "unsafe for habitation". There are a total of nine towers in the society.
“The committee thinks that construction and quality monitoring by the developer were not as per quality parameters. This has been pointed out in the report as well where it has been mentioned that due to the widespread presence of chlorides in the structure and the lack of chlorides in the air to which the buildings are exposed, it can be deduced that the chlorides were present in the concrete at the time of its production,” the structural safety audit report said.
A spokesperson of Chintels India said, "We have received the report and as suggested by DTCP, we also urge the residents to vacate the tower at the earliest. The safety of residents is our prime concern. In the meantime we are studying the report in detail and will share a similar package as offered to other flat owners."
According to the IIT Delhi report two other towers, B and C, of the society are not unsafe as of now but deterioration could be seen in these towers too.
Rakesh Hooda, president, of the Residents Welfare Association of Chintels Paradiso Society, said that they were provided with the tower J report on January 19 by the district administration.

“It is really unfortunate that J tower is also reported unsafe. We want that a revaluation of flats should be done as older valuation is over one-and-a-half-years old and real estate market significantly appreciated,” Hooda said.
