After 3 consecutive years of drought, hunger and starvation has become a harsh reality in the Bundelkhand region, which is now on the brink of collapsing. Supreme Court's special commissioner in the right to food case, Harsh Mander visited the region to take stock of the drought relief measures in Banda district. CNBC TV18's Archana Shukla travelled with him only to find out that the local administration is virtually non-existent.
