Delhi police's IT deal has received as many as 18 bids from software companies. However, the deal may hit serious legal and regulatory hurdles, CNBC-TV18's Kritika Saxena reports.
The project basically involves data encryption and data extraction from online portals. This include the social networking sites like Facebook, LinkedIn, Orkut, Twitter and even all the sites that are available on Google.
The basic motive behind this project is to identify any criminal activity or any suspected legal breach that could be possible. Also read: Q1 earnings seen weak; bearish IT, NBFCs, cement: Macquarie
The project is called Project-o-Stint, which according to sources, is around 3-5 years tenure and has a value of around Rs 1,200 crore to around Rs 1,500 crore. Around 18 IT vendors have put in expression-of-interest for this, including large IT firms like Tata Consultancy Services (TCS), Wipro, HCL Tech, Cognizant, and IBM.
Despite the request for quotation (RFQ) being sent out there is no clarity being given on the implementation of the deal, on the details or on legal clearances.
It is made considering the sensitive to censorship laws on the internet and requires government cooperation, government clearances and legal clearances to interpret and encrypt data, which is online. Ofcourse there will have to be various channels, which will ensure that there is no breach of individual privacy. That is something IT vendors are concerned about.
