Ukrainian President Volodymyr Zelenskyy has indicated he is willing to withdraw troops from the country’s eastern industrial heartland as part of a plan to end the war with Russia, provided Moscow also retreats and the region becomes a demilitarized zone overseen by international forces.

The proposal presents another potential compromise over control of the Donbas region, a longstanding obstacle in peace negotiations.

Zelenskyy said the U.S. suggested creating a “free economic zone," which he believes should also be demilitarized. However, he added that it remains unclear what this would mean for governance or development in the area.

He further noted that a similar arrangement could be considered for the Zaporizhzhia nuclear power plant, currently under Russian control. “Any peace plan would need to be put to a referendum,” Zelenskyy said.
