US President Donald Trump has unveiled a 20-point ceasefire plan for Gaza, detailing how the region will be governed after peace. The announcement followed a meeting between President Trump and Israeli Prime Minister Benjamin Netanyahu in Washington, D.C., during a joint press conference held after talks about the Gaza peace plan.
In the plan, it is mentioned that Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for managing day-to-day public services and municipalities for the people of Gaza.
Hamas and other factions have agreed not to play any role in the governance of Gaza, whether directly, indirectly, or in any form.
What is the Board of Peace?
This committee will consist of qualified Palestinians and international experts, under the oversight and supervision of a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump. Other members and heads of state will be announced, including former British Prime Minister Tony Blair.
The Board of Peace will set the framework and handle funding for the redevelopment of Gaza until the Palestinian Authority completes its reform program, as outlined in previous proposals, including President Trump’s 2020 peace plan and the Saudi-French proposal. The body will follow international best practices to create modern and efficient governance that serves the people of Gaza and attracts investment.
Along with mentioning that Israel will not occupy or annex Gaza, the peace plan also introduces the International Stabilization Force (ISF), which will be temporarily deployed in Gaza.
What is the International Stabilization Force (ISF)?
The United States will collaborate with Arab and international partners to establish a temporary International Stabilization Force (ISF) for immediate deployment in Gaza.
The ISF will train and support vetted Palestinian police forces and consult with Jordan and Egypt, which have extensive experience in such operations. The ISF is designed to be the long-term internal security solution.
The force will work with Israel and Egypt to secure border areas and support newly trained Palestinian police, ensuring munitions do not enter Gaza and facilitating the rapid and secure flow of goods for reconstruction and revitalization. All parties will agree upon a deconfliction mechanism.
As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on agreed standards, milestones, and timeframes linked to demilitarization. This agreement will involve the IDF, ISF, guarantors, and the United States, aiming for a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens.
Practically, the IDF will progressively hand over the occupied Gaza territory to the ISF according to the transitional authority’s agreement, until a complete withdrawal is achieved. A security perimeter will remain temporarily until Gaza is fully secure from any resurgent terror threats.
In the event Hamas delays or rejects the proposal, the scaled-up aid and governance operations will proceed in terror-free areas handed over from the IDF to the ISF.
