Former Pakistan Army officer Mudassir Iqbal told News18 that Pakistan’s state apparatus has allegedly orchestrated sophisticated terror attacks against its own citizens. The claims, made in an insider account and attributed to senior intelligence officials, say the alleged operations follow a strategic playbook aimed at advancing certain political and military objectives.
According to Mudassir Iqbal, the operation he refers to is the 2014 Army Public School (APS) Peshawar attack, in which 132 children were killed. He claims that the attack, allegedly carried out by militants under TTP’s Maulana Fazlullah, was directed by the Pakistan Army and ISI to manipulate public perception and frame the Tehrik-i-Taliban Pakistan.
Pakistan reportedly continues to use proxy militant groups to conduct domestic terror attacks while preserving plausible deniability, a claim supported by assessments from senior Indian intelligence sources.
Regarding recent attacks, Khyber Pakhtunkhwa (KPK) and the tribal areas exhibit a consistent operational pattern, coordinated ambushes and assaults on civilians in schools and public spaces, pointing to a “strategic playbook.”
Experts suggest these operations pursue multiple goals: strengthening military control over unstable regions, undermining legitimate opposition groups, and providing the state with an opportunity to test tactics that could later be applied in cross-border scenarios.
Indian intelligence sources caution that this pattern points to a strong possibility of future proxy-driven terror attacks, particularly in border-adjacent or minority-populated areas, prompting Delhi to closely monitor both the aggression and its operational methods.
Both sources agree that the APS Peshawar attack and subsequent violence in Khyber Pakhtunkhwa reflect a deliberate strategy of internal terror, where militant groups like the TTP are allegedly exploited as tools, and state-controlled media is reportedly used to portray these attacks as insurgent activity.
