Ukraine President Volodymyr Zelensky said Sunday Ukraine was willing to hold talks with Russia, but rejected convening them in neighbouring Belarus as it was being used as a launchpad for Moscow's invasion. Earlier today, Russian President Vladimir Putin saluted the "heroism" of Russian special forces as troops entered entered Ukraine's second city Kharkiv. Machine gun fire and explosions rocked Kharkiv as street fighting raged after Russia's invading forces broke into the city.
The United States, Britain, Europe and Canada moved to block certain Russian banks' access to the SWIFT international payment system as part of more sanctions against Moscow as it continues its assault against Ukraine.
The measures, which will also include restrictions on the Russian central bank's international reserves, will be implemented in the coming days, the nations said in a joint statement that also vowed further action to come.
Seeking to ratchet up economic punishment for Russian President Vladimir Putin over his invasion of Ukraine, the United States and its European partners also said they would impose restrictions on Russia's central bank to limit its ability to support the rouble and finance his war effort.
Sanctions on Russia's central bank could limit Putin's use of his more than $630 billion in international reserves, which have been widely seen as insulating Russia from some economic harm.
Russian President Vladimir Putin launched what he called a special military operation before dawn on Thursday, ignoring Western warnings and saying the "neo-Nazis" ruling Ukraine threatened Russia's security. Russia's assault is said to be the biggest on a European state since World War Two and threatens to upend the continent's post-Cold War order.

Trucks are unable to transport oxygen supplies from plants to hospitals across the country, including the capital Kyiv," WHO Director-General Tedros Adhanom Ghebreyesus and WHO Regional Director for Europe Hans Klugesaid in a statement.
"The majority of hospitals could exhaust their oxygen reserves within the next 24 hours. Some have already run out. This puts thousands of lives at risk."

Foreign Secy Harsh V Shringla said: “Our Embassy in Kyiv and our Ministry had issued a number of advisories prior to the situation developing. Four-thousand Indian nationals had left before the conflict, pursuant to these advisories. We had estimated that about 15,000 citizens were left in Ukraine.”
He added: “Since the airspace in Ukraine was closed, we identified land evacuation options from Hungary, Poland, Slovakia, and Romania. Specific border crossing points were identified and the MEA had deployed teams to assist in the evacuation process.”

One diplomat told Reuters the agenda item would be “the safety, security and safeguards implications of the situation in Ukraine”. Another said it was called by Canada and Poland, which are members of the 35-nation board, at the request of Ukraine, which is not on the board.
IAEA Director General Mariano Grossi said on Saturday he was gravely concerned about Ukraine and called on all parties to refrain from actions that could jeopardise the security of nuclear material and facilities.
