The finance minister's Budget speech is a highly watched event. The annual Budget can augment or cut people's incomes. Million huddle around television sets in homes and offices. The Budget speech is divided into two parts:

A: It contains an overview of the state of the economy. It also contains major policy initiatives were all announced in part A;
