The approval or the go-ahead by the Congress will be required to pass the GST Bill in the Rajya Sabha, says senior columnist Shekhar Gupta. "It has the maximum number of seats in the Upper House and hence the parties don't matter," he told CNBC-TV18. Some news reports have suggested that BJP's version of the GST Bill has the approval of 30 out of 32 parties.
