India needs the US in order to realize its tech ambitions

India demonstrating too close an allegiance to Russia could backfire. China’s ill-fated tech giants are a lesson in Washington's power

India is adamant about building up its technological independence, with $10 billion earmarked to develop semiconductor and display manufacturing. It’s also keen to assert its foreign-policy independence by leaning toward Moscow to the consternation of Washington. New Delhi would do well to see the connection between these two issues, and consider its next course of action.

Some of the decisions made by China and India over Russia’s invasion of Ukraine have caused disappointment, Brian Deese, the director of the White House National Economic Council, said on April 6. India has been told that the consequences of a clearer alignment with Moscow could be “significant and long-term”, he said.

India’s decision to abstain from a United Nations vote condemning Russian President Vladimir Putin’s invasion of Ukraine doesn’t sit well with the US or its many allies. And while that vote was purely symbolic, so was New Delhi’s abstention. That kind of signalling is likely to be remembered not just in the White House and State Department, but among members of Congress.
