Before his appointment to the UPSC in June 2017 as a member, Soni had served three terms as Vice-Chancellor in two universities in Gujarat.
The resignation is not linked to the controversy regarding UPSC candidates securing employment by presenting fake certificates, the report added.
The 34-year-old IAS officer Puja Khedkar faces allegations of using fraudulent means to clear her civil services exam, including allegedly misrepresenting herself under the physical disabilities and OBC categories.
The UPSC has filed an FIR against probationer Puja Khedkar for "faking identity" on July 19.
The UPSC has also served a show cause notice for the cancellation of her candidature from the Civil Services Exam -2022 and to debar her from future exams. A notification issued Friday afternoon said Ms Khedkar "fraudulently availed attempts beyond the permissible limit", and the UPSC had "initiated a series of actions against" the 23-year-old.
