The members of the standing committee of the National Council of the Joint Consultative Machinery (JCM) has suggested the 8th Central Pay Commission to restore the old pension scheme, as well as called for the revision of pension for pensioners and family pensioners for central government employees.
JCM, responsible to act as a bridge between the government and the employees lead by senior officials from various government departments, suggests deletion of the ToR (f)(iii) that deals with “the unfunded cost of non-contributory pension scheme.”
The decision was unanimously adopted in the meeting held on November 15, New Delhi, that saw participation from secretary staff and leader staff of the JCM, along with various organizations and representatives. Further, the committee has invited suggestions from all constituent organizations to submit their views by December 15, 2025.
“The drafting committee has to study each report and then formulate its views for finalizing the Staff Side memorandum,” read the official statement by the national council, JCM issued on November 17, 2025.
The committee has invited suggestions mainly on the 30-point agendas, for preparation of the memorandum which is then submitted to the 8th CPC by the staff side of national council - JCM. Of which, some of the major highlights are as follows:
Fixation of minimum wage
Fitment factor for existing employees
Fixation of the highest salary, pay on promotion, and MACP
Date of effect of the recommendation of the pay commission
Revision of special pay granted to different categories
Allowance, advances, and bonus
Housing facilities including HRA
Central Government Employees Group Insurance Scheme
All leave related issues, transfer policy
Regularization of contract, casual, fixed term, and employment employees
Restoration of old pension scheme
Revision of pension for all pre 01/01/2026 pensioners and related matters including death cum retirement, gratuity, etc.
Why does standing committee want the restoration of old pension scheme?
The Centre on November 4, while notifying the ToR for the 8th CPC had expressed to make changes on the unfunded cost of non-contributory pension schemes.
Reports are rife with several government employees demanding the restoration of the Old Pension Scheme (OPS), which doesn’t require employees to make contributions from their end.
Reiterating on similar lines, the national council – JCM has suggested deletion of the ToR (f)(iii) that deals with “the unfunded cost of non-contributory pension scheme.”
The Centre constituted the 8th Central Pay Commission through a gazette notification on November 3, 2025 to review pay, allowances, pensions, and service conditions of central government employees. The 8th CPC will make its recommendation after 18 months from the date of its formation. The three-member commission is being led by its chairperson, a former judge of Supreme Court Ranjana Prakash Desai.
