Dealing with merger to licenses, not merger of cos: TRAI

Sarma clears the air that he is dealing with merger to telecom licenses and not merger of companies as perceived. However, the suggested norm also seems to tread upon company mergers too as it says that merger will not be permitted if the resulting company has over 60% market share.
