The government or the coal ministry is likely to float approach paper by later today or Thursday and seek comments of stakeholders before finalizing the bid document.
The government in an earlier meet had decided to put out tender documents on December 22, which may now get delayed because of its decision to float the approach paper first.
The government has set a deadline of March 16 to allocate coal blocks through e-auction.
