During the second 2G pre-bid conference, top telecom companies like Bharti Airtel, Vodafone and Idea today voiced their concerns over the clarifications which have been issued by the DoT. Learning a lesson from the 3G intra-circle roaming experience, the companies now want the government to make all clarifications in a legal format. The DoT has assured the companies that their concerns will be addressed.

Ravi Gandhi, senior vice-president, Bharti Airtel, says that if you read the answers which are given, many answers are contradicting.
Sundeep Kathuria, senior vice-president, regulatory affairs Vodafone India, says that this document has to clarify; they have given answers, question wise. We need a document from DoT also, stating all the points and the policy. We are assembling these questions; different contradictory answers are being given.
Akshaya Moondra, CFO, Idea Cellular, says that until we get a confirmation that all that perennial responses which are given right now will become a part of NIA necessarily. Else, it is very difficult to live with the situation that most of the information, which is given, which is not a part of NIA and not contractually binding, but is a basis of lots of decisions, which are being made.
Annie Moraes, DoT official, says that we appreciate that bigger decisions will be based on the documents that we provide from the department. The endeavour in the department is to enable you to have a legally binding document, which lays out the departments rules.
