Senior Congress leader Siddaramaiah has taken oath as Chief Minister of Karnataka, while DK Shivakumar has been sworn-in as his deputy today at the Kanteerava Stadium in Bengaluru. Apart from Siddaramaiah and Shivakumar, the Congress is also inducting eight other ministers into the cabinet at the ceremony today. These included MLAs Dr G Parameshwara, KH Muniyappa, KJ George, MB Patil, Satish Jarkiholi, Priyank Kharge, Ramalinga Reddy and BZ Zameer Ahmed Khan.
A Congress delegation led by Siddaramaiah and Shivakumar met with Governor Thawar Chand Gehlot late on May 18 to stake claim to form the next government. Preparations began yesterday for the for the swearing-in ceremony of the Karnataka Cabinet. Deputy CM Shivakumar has inspected the arrangements being made.
Notably, this is the Congress' best electoral performance in the state since 1989. As per the results declared by the Election Commission in 223 out of the 224 seats, the Congress has won 135 seats, the BJP's tally has been reduced to 65 and the JD(S) 19. Meanwhile, the party's victory in the Karnataka assembly polls is likely to help get its candidates elected in three of the four Rajya Sabha seats from the state falling vacant next year.
Congress chief M Mallikarjun Kharge has invited leaders of several like-minded parties for the swearing-in ceremony. Among those attending are top Congress leaders Sonia Gandhi, Rahul Gandhi, and Priyanka Gandhi Vadra; Chhattisgarh Chief Minister Bhupesh Baghel; Rajasthan Chief Minister Ashok Gehlot; Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu; Jharkhand Chief Minister Hemant Soren; Tamil Nadu Chief Minister MK Stalin; Telangana Chief Minister K Chandrashekar Rao; West Bengal Chief Minister Mamata Banerjee; Samajwadi Party chief Akhilesh Yadav; Nationalist Congress Party (NCP) chief Sharad Pawar; Former chief minister of Maharashtra Uddhav Thackeray; Bihar Chief Minister Nitish Kumar and his Deputy Tejashwi Yadav; National Conference President Farooq Abdullah; and Odisha CM Naveen Patnaik.
Congress stands by its promises in Karnataka: Sonia Gandhi
The Congress government which has been sworn-in today will stand by its commitmentto fulfill the promises made ahead of the elections, UPA chairperson Sonia Gandhi said in a video statement."The Congress party is committed towards the peace and progress of Karnataka," she added.
Order to implement Congress' five promises to be issued today itself: Siddaramaiah
"We will give an administration which people have expected from us. Five guarantees will be passed in the cabinet meeting and an order will be issued to implement them today itself," Siddaramaiahwas quoted as saying by PTI,soon after taking oath as the Chief Minister.

Karnataka News LIVE: Siddaramaiah takes CM post for second time
Siddaramaiah was sworn in as Chief Minister, along with state Congress President DK Shivakumar as Deputy Chief Minister, and eight legislators as Ministers today, exactly a week after the party swept the Assembly polls in Karnataka.
The 75-year old Siddaramaiah will become the Chief Minister for the second term after his earlier five-year stint from 2013; while 61-year old Shivakumar, who had earlier worked as Minister under Siddaramaiah, will also continue as the party's Karnataka state president till Parliamentary elections next year.
Governor Thaawarchand Gehlot administered the oath of office and secrecy to the Chief Minister and his Cabinet at Sree Kanteerava Stadium here, where Siddaramaiah had taken oath in 2013, when he became Chief Minister for the first time.

The Congress party is relying on Siddaramaiah, who has previously presented 13 state budgets as finance minister, to ensure the implementation of these guarantees.
MV Rajeev Gowda, Congress national spokesperson, told Moneycontrol that the new government will need to find a way to alleviate people's distress. "We will figure out a way to finance it, and it is not impossible," he said.
Gowda explained that according to rough calculations, the poll guarantees for the economy would cost approximately Rs 45,000-50,000 crore per annum. "Keynesian economics involves putting money in the hands of people to stimulate economic growth. The implementation of the guarantees will take time and the expenditure will not occur all at once. The guarantees will provide resources to help people in poverty and revive the economy, generating more revenues to fund the projects," he said.
Asked about mobilisation of funds, Gowda cited Siddaramaiah's expertise as a former finance minister, emphasising that the government’s goal would be is to improve the state and take care of its people, not to harm them.

The first challenge that Siddaramaiah is expected to face is putting in place a Cabinet with the right combinations that will strike a balance in having representatives from all communities, regions, factions and also from among the old and new generation of legislators. Stating that the voice of the people will be the voice of the government of Karnataka, Shivakumar said, "All our national leaders are coming (for the swearing-in ceremony). On the first day in the first cabinet we will implement all our 'guarantees', we will keep up our promise."
Several national leaders have been invited for the swearing-in ceremony and most of them are coming, he said, as he invited party workers and supporters across the state to the venue. Shivakumar also invited leaders of the BJP and JD(S) for the event, stating that as public representatives, they too are part of the government machinery.

Karnataka CM-designate Siddaramaiah and DyCM-designate D K Shivakumar on May 19 discussed the modalities of cabinet formation in the state with the party leadership in Delhi and are learnt to have shortlisted some names of ministers and their portfolios. They first met with Congress general secretary in-charge Randeep Surjewala, and then held an hour-long closed-door meeting with AICC general secretary KC Venugopal and Sujrewala. The meeting then moved to 10, Janpath, where the leaders held talks for over an hour and a half with Rahul Gandhi.
Sources said the new cabinet would have representation from all regions of the state and sections including SCs, STs, OBCs, minorities, women, youth and Lingayats and Vokkaligas, the two prominent communities in the southern state. After meeting Rahul Gandhi, Surejwala and Vengugopal headed to party chief Mallikarjun Kharge's residence where they are said to have finalised the list of ministers, which sources said would be around 20.
