The application is submitted online via the 'Enter Finland' portal or in-person at a VFS Global center. Once in Finland, the applicant must maintain their permit and residence continuously for the four-year qualification period.
As this period concludes, the permanent residency application can be prepared. Key documents include passport copies, proof of residence, salary slips, and a record of all travel outside Finland. The application is submitted online before the current permit expires, followed by an in-person appointment at a Migri service point for biometric data collection. The decision can be tracked online, and upon approval, a biometric PR card is issued.
