Setting the ball rolling for the state government’s ambitious Knowledge, Wellbeing, and Innovation (KWIN) City project, the Karnataka government has decided to rope in a private consultant.
The private firm will create a detailed masterplan for KWIN City, planned to cover around 5,800 acres. It will also prepare a Detailed Project Report (DPR) for the first phase, which will cover around 2,000 acres in Doddaballapura and Nelamangala taluks in Bengaluru rural district.
Karnataka Industrial Areas Development Board (KIADB) recently floated a tender for the selection of a consultant. The firm will have a team leader with 20 years of experience, a senior urban planner, a structural engineer (specialising in roads and bridges), and experts in transportation, water supply, and wastewater management.

The selected consultant is expected to deliver the report, which involves surveying, creating layout maps, and preparing project estimates, within six weeks of receiving the Letter of Acceptance (LoA). The consultant will also support the government throughout the project's implementation, coordinating with government authorities, local bodies, and documenting project-related activities and meetings.
Karnataka Chief Minister Siddaramaiah on September 26 unveiled the first phase of the futuristic KWIN city plan. Strategically located between Dobbaspete and Doddaballapura and 45 minutes from Bengaluru airport, KWIN City is designed to attract global talent and promote economic growth with a focus on sustainability and innovation.
Meanwhile, Karnataka's Minister for Large and Medium Industries, MB Patil, has been engaging with global industry leaders and academic institutions to create partnerships for KWIN City. Recently, he met with representatives from Lab Central and the Cambridge Innovation Center to discuss potential collaborations in the city’s life sciences and innovation districts.
In a separate series of meetings in the US, Patil explored partnerships with major entities, including Johns Hopkins University, GE Healthcare, and L3 Harris Technologies. Discussions with Johns Hopkins focused on establishing a new higher education institution within KWIN City to bolster Karnataka’s academic and healthcare ecosystems.
