The cabinet will be meeting in the evening with a heavy duty agenda which includes discussions on some key policy issues, for example, the Land Bill, Cabinet Committee on Investment or the NIB and the spectrum pricing. CNBC-TV18's Rituparna Bhuyan reports what are the key agendas the meeting is likely to consider.
Two changes that have been added will be reviewed by the cabinet. The first being that, for private projects with public purpose, the government will be able to acquire land only after consent, of 80 percent of those who will be displaced, is obtained. For Public Private Partnership (PPP) projects the consent quantum has been kept at 70 percent.
The other big changes is regarding the retrospectiveness of the proposed law. According to it, if for on going projects land acquisition process is not completed within five years then in such cases the norms of the new legislation Land Acquisition Bill will apply which means that all the compensation as well as resettlement measures have to be carried out as per the new legislation.
One clause which has caused a lot of heartburn amongst India Inc is regarding that which says that above a certain threshold all private projects will have to carry out resettlement and rehabilitation measures. However, it is not known how much of these concerns of the industry will matter to the government because this is one of the few legislations which the UPA can take to the Aam Aadmi before it goes to the general elections in 2014.
