Google Photos is introducing its latest video-generation model, Veo 3, to the mobile app. Available through the Create tab, Veo 3 allows users in the US to convert still images into short video clips.
The addition builds on Google Photos’ existing “Photo to video” feature, which previously used Veo 2. Veo 3 offers higher-quality video output and demonstrates Google’s ongoing efforts to bring its latest AI technology to consumer products. Google Photos had over 1.5 billion monthly active users as of May 2025.
Veo 3 was first showcased at Google I/O in May and added to the Gemini app in July, where it was available on AI Ultra and AI Pro subscription plans. Users on those plans could generate up to three videos per day, each marked with visible and invisible watermarks to identify AI-generated content.
In Google Photos, Veo 3 allows users to animate memories or older photos. The prior version, Veo 2, lets users pick a photo and choose between “subtle movements” or a surprise animation using the “I’m feeling lucky” option, producing a six-second clip ready to share. With Veo 3, video generations remain free with a limited number of clips, while AI Pro and AI Ultra subscribers can create more. The videos will be four seconds long and will not include audio.
The updated feature is part of the Create hub, a section in Google Photos dedicated to AI-powered creative tools. Alongside Veo 3, users can remix photo styles, make collages, generate montages, create 3D “cinematic” photos, and produce GIFs from their image galleries.
